We all love to talk, talk and talk more about our business opportunity and products, but the problem for new distributors is that they don´t have anyone to talk to!
Once the new distributor talks to all of his family and friends, then the problem of who to talk to becomes serious. Distributor say:

"When do I find good prospects?"
"Where can I find people who will listen to me?"
"How do I get strangers interested?"
So they go out and try to talk to strangers, and because they are untrained, because they say the wrong words ... they get rejected. Then what?
After experiencing rejection after rejection, the distributor feels bad. Your distributor has common sense. Your distributor figures out that the only way to stop the rejection and pain is to stop talking to people. And then the distributor becomes inactive.
The upline then thinks, "How do I motivate my downline? How do I get them to duplicate?"
The upline is asking the wrong question. The distributor is not unmotivated. The distributor stopped saying words that didn´t work, but has no new words to substitute. So this isn´t a motivation problem, it is a training problem. The upline has to teach new words that work to the still motivated distributor.
